Project Implementation Stages
The works are planned to be carried out in stages:
- Stage I – Reconstruction of the intersection of Jiezno, Miškininkų and Sakų streets into a roundabout.
- Stage II – Major renovation of Jiezno Street.
- Stage III – Major renovation of Miškininkų Street.
- Stage IV – Major renovation of the second section of Miškininkų Street.
- Stage V – Major renovation of Sakų Street.
Assessment of Existing Conditions
Stage I
At the intersection of Jiezno, Miškininkų and Sakų streets, five streets meet. The intersection is paved with asphalt but has an irregular shape and is difficult for road users to recognize. There are no traffic calming measures. A bus stop area is located in the center of the intersection. Pedestrian crossings are present only on Jiezno and Lakūnų streets.
The pavement is in poor condition with longitudinal and transverse cracks, numerous damages and repaired sections. The intersection is partially illuminated. Underground infrastructure includes water supply, sanitary and stormwater networks, district heating networks, telecommunications and electricity cables.
Stage II
The carriageway of Jiezno Street is 7.5 m wide with asphalt pavement. Sidewalks with widths of 1.5–2.0 m are located on both sides of the street. Two bus stop areas are present.
The pavement consists of 13–28 cm asphalt concrete layers. The condition of the asphalt is moderate to poor, with cracks and patches. The pavement base consists of 15–37 cm thick crushed stone and sand mixture.
The frost-resistant layer consists of 20–55 cm thick low-dust clayey sand, and the total pavement structure thickness ranges from 60–100 cm. The street is illuminated and underground infrastructure includes water supply, sanitary and stormwater networks, gas networks, telecommunications and electricity cables.
Stage III
Miškininkų Street has asphalt pavement 5.8–7.5 m wide. A pedestrian path exists along most of the street on one side but is discontinuous and consists of tiles, paving stones and asphalt surfaces.
There are two bus stop areas and parking lanes along the street. The pavement condition is poor with cracks, damages and repairs. The street section is partially illuminated. Underground networks include water supply, sanitary sewer and district heating networks, telecommunications and electricity cables. Stormwater drainage networks are absent.
Stage IV
On a section of Miškininkų Street leading toward the roundabout, there is 3.5–5.0 m wide asphalt or asphalt-milling pavement, while another section has no pavement at all. At the end of the street there is a deteriorated culvert.
The street section is not illuminated and lacks stormwater drainage systems. Underground infrastructure includes stormwater networks, gas networks, telecommunications and electricity cables.
Stage V
Sakų Street has 5.15–6.0 m wide asphalt pavement in poor condition, with cracks and numerous repaired sections.
An overhead power line with mounted street lights runs along the street. Underground electricity cables are present, but there are no stormwater drainage networks in this section.
Design Solutions
The design solutions are developed in accordance with the existing situation while ensuring that the interests of third parties are not affected. Construction is planned within street red lines and on available state land. In places where street red lines have not been formed or where works extend beyond them, municipal consent will be obtained.
Stage I
- The intersection of Jiezno, Miškininkų and Sakų streets will be reconstructed into a figure-eight-shaped roundabout with a 5 m wide carriageway and a 4 m wide inner ring.
- A bus stop will be installed at the intersection, allowing convenient access from all connecting streets. Around the roundabout, 1.5–2.0 m wide pedestrian paths and pedestrian crossings with safety islands will be constructed.
- The existing stormwater drainage system will be reconstructed and surface water collection inlets installed. New LED street lighting will be installed, with directional lighting for pedestrian crossings. Existing electricity and telecommunications cables will be protected with composite ducts.
Stage II
- The Category D street will be reconstructed with a 6.5 m wide carriageway, meeting current technical regulations. Sidewalks 1.5–2.0 m wide will be installed on both sides of the street.
- Due to limited space, bus stops and public transport shelters will be placed behind the sidewalks. A raised intersection will be installed at the intersection with Klevų Street to improve traffic safety.
- Driveways to private plots will be 3.5 m wide with paving block surfaces. Additional driveways may be installed at residents’ expense if required.
- New stormwater drainage inlets and networks will be installed and connected to existing systems. New LED street lighting will be installed, with directional lighting at pedestrian crossings. Existing cables will be protected.
Stage III
- Miškininkų Street will also be reconstructed as a Category D street with a 6.5 m wide carriageway. Sidewalks 1.5–2.0 m wide will be installed on the western side of the street.
- Bus stops and waiting shelters will be installed behind sidewalks. Traffic calming measures will be introduced to ensure safe traffic. Existing parking spaces along the street will be preserved.
- The stormwater drainage system will be reconstructed and surface water collection inlets installed. New LED street lighting will be installed and existing cables protected.
Stage IV
- The section of Miškininkų Street leading toward the roundabout will be designed with a 6.5 m wide carriageway and 1 m shoulders on both sides.
- The deteriorated culvert at the end of the section will be replaced. New LED street lighting will also be installed with directional lighting at pedestrian crossings.
Stage V
- The designed section of Category D Sakų Street will include a 6.5 m wide carriageway with 1 m shoulders on both sides.
- New LED street lighting will be installed, with directional lighting at pedestrian crossings to ensure safe movement for pedestrians.
