The project provides for the construction of sections of S. Lozoraičio, J. Urbšio and S. Šilingo streets within the territory of Vilnius City Municipality, near the planned educational building at S. Lozoraičio St. 95. Design solutions are planned within street red lines and on available state land. In places where street red lines have not yet been formed or where works extend beyond them, municipal consent will be obtained.
The technical design is prepared based on approved design proposals, the technical assignment, connection conditions, and construction regulations. The project also takes into account the solutions of another project being prepared in parallel: the construction project for an educational building with sports and parking facilities at S. Lozoraičio St. 95.
The proposed design solutions comply with the Vilnius City Municipality master plan and other valid territorial planning documents. According to the detailed plan for approximately 76 hectares of territory near Džiaugsmo Street in the Naujoji Vilnia district, S. Šilingo Street is planned as a connecting street. This project does not include its construction but does not prevent its implementation in the future.
Assessment of Existing Conditions
J. Urbšio Street currently has no pavement and is partially covered with gravel. The street has no pedestrian paths, lighting, or stormwater drainage networks. Existing engineering infrastructure within the street boundaries includes electricity, telecommunications, water supply, wastewater and gas networks.
S. Šilingo Street is mostly unpaved. In part of the street there is an asphalt pavement approximately 6 m wide with installed curbs. There are no pedestrian paths, lighting or stormwater drainage systems. Existing engineering networks include electricity, telecommunications, water supply, stormwater drainage, wastewater and gas networks.
S. Lozoraičio Street has an asphalt pavement approximately 6 m wide with installed curbs. On the eastern side there is a pedestrian path and street lighting. At the time of project preparation, the street structure itself was not officially registered. Existing engineering networks include electricity, lighting, telecommunications, water supply, stormwater drainage, wastewater and gas networks. Between the tree alley there is currently an informal path without pavement.
Design Solutions
The project is designed to adapt to the existing situation while ensuring that third-party interests are not affected. Construction is planned within street red lines and on available state land.
J. Urbšio Street
- The designed section of this Category D street will include a 6.0 m wide carriageway. Temporary one-direction public transport traffic is planned along the street. The road will have a 2.5% cross slope.
- A 2.25 m wide pedestrian path will be installed on one side of the street, where a school is planned. In sections where the longitudinal slope exceeds 5%, a pedestrian safety railing with a handrail will be installed.
- Traffic safety measures will include raised intersections and other speed-reducing elements.
- Driveways to private plots are designed with a 3.5 m width.
- A new stormwater drainage system with surface water collection inlets will be installed on both sides of the street. The system will be connected to the network designed under another project near the intersection with Levidonių Street.
- New LED street lighting will be installed, with directional lighting at pedestrian crossings. Existing electricity and telecommunications cables will be protected with composite ducts.
S. Šilingo Street
- The designed Category D street section will include a 6.5 m wide carriageway and public transport traffic. The street will have a 2.5% cross slope.
- Pedestrian paths will be installed on both sides of the street, with widths ranging from 1.5 m to 3.0 m.
- On the southern side of the street, between J. Urbšio and S. Lozoraičio intersections, a separate two-way bicycle path with red asphalt pavement will be installed.
- Green strips at least 2.3 m wide, planted with trees and shrubs, are planned along the street. Parking lanes for 22 vehicles will be installed on the northern side.
- The project also includes two public transport stops and one terminal stop.
- Traffic safety will be ensured through raised pedestrian crossings and raised intersections.
- Driveways to private plots will be 3.5–5.5 m wide.
- A new stormwater drainage system will connect to the existing stormwater collector. New LED street lighting will be installed and existing electricity and telecommunications cables will be protected.
- The project also considers the future possibility of constructing the connecting street planned in territorial planning documents.
S. Lozoraičio Street
- Between the existing tree alley, a 2.5 m wide shared pedestrian and bicycle path with asphalt pavement will be constructed.
- The path will be smoothly connected with the solutions of the Džiaugsmo Street reconstruction project currently being prepared.
- New LED park-type lighting will be installed along the pedestrian and bicycle path, with directional lighting at pedestrian crossings. Existing electricity and telecommunications cables will be protected with composite ducts.
