Parameters:
Land plot area: 2,060 m²

The planned territory falls within the main city center functional zone. The characteristic of this functional zone is mixed-use, high-intensity development areas (Old Town and New Town), where the dominant environment consists of residential areas together with administrative, service, commercial and other non-polluting economic activities, along with the social, engineering, transport and other infrastructure required to support these activities, as well as separate green areas and public spaces for recreation.

Possible land-use types in this territory on plots of other designated use include: public purpose territories (V), commercial purpose territories (K), territories for multi-apartment residential buildings and dormitories (G2), territories for single-family and semi-detached residential buildings (G1) (only in existing plots where such buildings already exist), engineering infrastructure territories (I), separate green areas (E), and common-use territories (B). On conservation-purpose plots – land plots of cultural heritage objects.

The planned territory lies within the Old Town area, therefore development intensity and building height are regulated by cultural heritage special plans or heritage value assessment documents.

The planned territory borders Nemuno Street, which is classified as a Category D street. This is a functional zone of engineering infrastructure corridors – undeveloped zones that separate corridors of major streets and roads, railway lines, main engineering networks and water intake areas.

The main territorial development regimes in the planned territory are renewal, modernization, conversion and new development. The city center area is subject to particularly high requirements for architectural quality of buildings and public spaces. The entire planned territory falls within the protected cultural heritage area – Kaunas Old Town.

The planned type of territorial use is a mixed central area (GC). This is a high-density and high-intensity development zone where buildings necessary for central functions are concentrated, including administrative, cultural and educational buildings together with residential environments, as well as other non-residential buildings (commercial, service and catering), where economic activity does not create a negative impact on the environment, and public spaces intended for common use.

The previously established land-use type of the plot – public purpose territory (V) – remains unchanged. Public purpose land plots are intended for administrative buildings of state and municipal institutions and other institutions financed from state or municipal budgets; religious buildings and the activities of religious communities; social infrastructure – educational buildings, cultural buildings; healthcare buildings; sports buildings and sports engineering structures; and special-purpose structures. The building purpose is social infrastructure buildings – educational (intended for education and science activities) and sports buildings and structures.
