Construction Site

The project solutions are planned within the land plot (unique No. 4400-2977-8467) located in Karmėlava II village near residential buildings at Vilniaus St. 7.

The land plot is designated as a public-use area (for general use in cities, towns or villages).

The eastern side of the plot borders apartment residential buildings, while the western side borders garage complexes.

According to data from the Lithuanian Hydrometeorological Service, the average annual air temperature at the site is 7.0–7.5°C, the average annual wind speed is 3.5–4.0 m/s, the average annual precipitation is 600–650 mm, and the average annual sunshine duration is 1,850–1,900 hours.

The terrain at the project site is relatively flat, with elevations ranging approximately from 67.70 m to 69.00 m.

Assessment of Existing Conditions

The project site is located in the Karmėlava II settlement about 190 m southeast of Vilniaus Street. The area contains a large green zone under which electricity, telecommunications, gas and heating networks are installed.

Within the green area there are several concrete paths leading to nearby garages, but their condition is poor. The paths do not meet regulatory width requirements and the concrete pavement is uneven.

The area also contains existing recreational infrastructure such as children’s playground equipment, a basketball court, outdoor fitness equipment, gymnastics structures and elements of small architecture. Most of these installations are old, worn out and in poor condition.

Planned Development Vision

After construction works are completed, conditions for pedestrians will improve thanks to a better-developed network of access paths. The situation for drivers will also improve with the installation of a parking area.

The planned parking area will provide 44 parking spaces, including 2 spaces for people with disabilities and 10 spaces prepared for electric vehicles.

A standard basketball court will be installed next to the parking area. The court will be fully fenced, with access through designated gates. At both ends of the court, 4 m high ball-stop fences will be installed. Benches will be placed along the western side of the court.

Children’s playgrounds and outdoor fitness areas will be installed in the northern and eastern parts of the plot. All these spaces will be connected by 1.5 m wide paths. In areas where people gather, sidewalks will be widened to 2.0–2.5 m.

All planned infrastructure will include lighting systems, and a video surveillance camera system will also be installed.
